Having been asked the question, here is the clarification:

Armies are to be from the period 500 BC to 476 AD , the dates
of the Book 2 army lists.

So this precludes any options that go beyond 476 AD but brings in
any Book 1 armies that fall within the dates. We will also, if drafts are
around, allow draft Book 1 armies to be used (that is the next book
Phil Barker is going to revise) provided they fall within the allowed
dates.
